Abstract

In Response to direction from the Connecticut Department of Public Utility Control (DPUC) in Docket 99-09-30, the Connecticut Light and Power Company (CL&P) has assessed the role of third parties (e.g., ESCOs) in its current energy efficiency programs as well as additional opportunities for third parties to participate in future programs. In addition to working with consultants to the Energy Conservation Management Board, CL&P asked an independent consultant to develop a descriptive framework (i.e., typology) that summarizes alternative approaches to using third parties in ratepayer funded energy efficiency programs. For each approach, experiences of energy efficiency program administrators (EEA) to pursue that option are identified, and lessons learned (e.g. strengths and weaknesses) are summarized.
