C. Anna Spurlock
Dr. C. Anna Spurlock is a Research Scientist and a Deptuy Department Head in the Sustainable Energy and Environmental Systems Department at Berkeley Lab. She is an environmental and behavioral economist by training.
Dr. Spurlock is currently a Justice40 Fellow on Detail half time to the Office of Economic Impact and Diversity under Shalanda Baker, the Secretarial Advisor on Equity and Deputy Director for Energy Justice at the U.S. Department of Energy (DOE). In addition to working on the U.S. Department of Energy Justice40 implementation plan, as part of this role she is also serving as the representative for the DOE on both the Technical Working Group for Discounting, Equity and Risk Aversion in support of the Interagency Working Group on Social Cost of Greenhouse Gases (currently on hold), and the Distributional Analysis Subgroup in the Office of Management and Budget process for Modernizing Regulatory Review.
Dr. Spurlock, has a leadership role in the LBNL Sustainable Transportation Initiative, and is PI for a number of large-scale transportation modeling projects including: the SMART Mobility Consortium work being conducted at Berkeley Lab for the DOE Vehicle Technologies Office Energy Efficient Mobility Systems (EEMS) program; the Geo-Economic Multi-Modal Systems (GEMS) Model being developed for the Federal Highway Administration Office of Transportation Policy Studies; and the BILD-AQ tool being developed for use by the DOE-DOT Joint Office to assess the air quality benefits of electric vehicle charging infrastructure deployment plans, and at what rate those benefits accrue to disadvantaged communities in the context of Justice40.
Dr. Spurlock also leads the Economics Research sub-team within the Energy Efficiency Standards Group. This team advises and supports the minimum efficiency standards program, and conducts primary research on the market impacts of minimum efficiency standards policy. In addition to transportation and energy efficiency regulation, Dr. Spurlock has also conducted research using advanced data science and machine learning coupled with rigorous statistical and econometric techniques to generate insights from high resolution smart meters data regarding consumer behavior and decision-making in the context of residential time-based pricing and demand response programs.

Early Career Development LDRD Awards - November 30th 2017
Hanna Breunig and Anna Spurlock, have been awarded new Early Career Development awards, as part of the Laboratory-Directed Research and Development Program. The award will fund each scientist’s salary and research expenses for the next two years:
- Hanna Breunig: "Mitigating Fossil Fuel and Microbial Methane With New Materials for Distributed Energy Generation"
- Anna Spurlock: “A Neuroeconomics Experiment to Study Routine Transportation Decision-Making Processes and Drivers”
The Early Career Development track within the LDRD Program is intended to help Lab scientists begin leading their own research, and could help them prepare to compete for DOE-funded awards such as the DOE Early Career Research Program awards.
2017 CUCSA Kevin McCauley Memorial Outstanding Staff Award - September 01st 2017
Anna Spurlock, an environmental and behavioral economist, in the Energy Analysis and Environmental Impacts Division received the 2017 CUCSA Kevin McCauley Memorial Outstanding Staff Award.
The CUCSA Kevin McCauley Memorial Outstanding Staff Award is designed to recognize staff members with the University of California, including Berkeley Lab, who are supportive and inclusive of staff, and encourage equity, diversity, and community, are forward thinking, and do not compromise quality.
Anna co-founded the Behavior Analytics research initiative at LBNL, in which advanced data science and machine learning are coupled with rigorous statistical and econometric techniques to generate insights from high resolution smart meters data regarding consumer behavior and decision-making. In addition, Anna leads the Economics Research sub-team within the Energy Efficiency Standards Group. This team advises and supports the minimum efficiency standards program, and conducts primary research on the market impacts of minimum efficiency standards policy. Finally, Anna is leading the WholeTraveler research project under the DOE SMART Mobility Initiative. This project is an integral part of the Mobility Decision Science Pillar of the Initiative, and focuses on a dynamic and holistic understanding of individual traveler behavior and decision-making around transportation.
In addition, Anna was the EAEI division representative for the Berkeley Lab Diversity & Inclusion Council in starting in April 2014. In 2017, Anna founded the Energy Technologies Area (ETA) D&I Working Group which focused on D&I topics of interest to ETA staff including a D&I newsletter, a Women and Minorities Fellowship Committee, a subcommittee to enhance guidance of the performance review process, an ambassador program and the development of ETA D&I data and statistics information.
